Our school system is different in different provinces. Here in Ontario, we went to Grade 13 if you wanted to go to University & Grade 12 for those who wanted basic high school diploma or wanted to continue to college. We also have children start school at the age of 4 as long as they turn 5 by December 31st. In Quebec, which is literally right next door, the child has to be 5 by the end of September 30th to start school. Their classes go to Grade 11. If you want to go to University or college, you have to go to CEGEP, which is essentially a couple more years of prep courses for higher education.
I am from Quebec and the way you present it is exactly what it takes. After 11 years you get to CEGEP, wich usually takes 2 more years if you want to pursue at univ. than depending of the diploma (mostly) 3 years. So I guess it also take 16 years to become a professoinnal of something.
And as this process is long, if we base our decision of retarded on the % of citizen with degree, then we're definitely not the best but aren't the dumbest neighter.
